I received this from the NFA Branch of ATF about processing forms.

This is what we have heard as of the end of March.

They are back logged a total of 101,000ish of all Forms in a pending status.
Form 3's are approximately 3 weeks behind in getting entered by Data Entry (this is the first step, once it happens is when you can call and they can tell you the status of your pending forms).
Form3's are all over the place as far as return times. Colonial Armory is seeing 30-90days.  We just received a packet from the ATF with approved Forms from DEC, Jan and some into Feb.
Form 4's and Form 1's are approximately two months behind on getting entered.
All examiners are working all Forms currently, and working OT. For those of you unfamiliar, typically examiners are assigned to a specific type of Form.
ATF 41P/41F --AS LONG AS YOU HAVE YOUR CUSTOMERS PAPERWORK DATED AND SUBMITTED BEFORE THE JULY 13TH DEADLINE THEY ARE GOOD TO GO!!!!! PLEASE DO NOT PANIC!
If any of you would like to read the entire ATF ruling it is available for download at
https://www.atf.gov/file/100896/download

Hope this helps. I am told that As long as your Form 4's are post marked by the 14th of July you are good to go. The NFA Branch seems to be following the IRS's lead with post mark not pending status.

Sorry it has been tax season, I haven't had time to read up on it. Can you give it to me in a nutshell?

Here you go.
1- FOR THE NEXT 180 DAYS THE CURRENT RULES APPLY. NOW WOULD BE A GREAT TIME TO GET YOUR SILENCERS.
2- AFTER 180 DAYS CLEO CERTIFICATION GOES AWAY AND IT BECOMES CLEO NOTIFICATION FOR BOTH TRUSTS AND INDIVIDUALS
3- AFTER 180 DAYS EVERY RESPONSIBLE PERSON ON A TRUST HAS TO GET A BACKGROUND CHECK INCLUDING FINGERPRINTS AND PHOTOGRAPHS.
4- ATF IS EXPLORING ELECTRONIC FINGERPRINTING IN THE NEXT 180 DAYS AND WILL PROVIDE GUIDANCE.IF YOU WANT TO READ THE ENTIRE RULING HERE IS THE LINK.
https://www.atf.gov/file/100896/download
WE WILL DO OUR BEST TO KEEP EVERYONE UPDATED AS THIS CONTINUES.

As of 13 July. these changes will take effect. As long as your Form 4's are Post marked by 13 July nothing has changed.

but  July 14 you will have to send photo's, and finger prints for everyone on your trust.
